About Diplists
An OSINT dataset tracking Russian diplomatic personnel worldwide: rosters and staffing changes over time.
What this is
Diplists compiles publicly listed staff of Russian diplomatic missions into a structured, searchable dataset: who is posted where, in what role, and how each mission's headcount changes over time.
Data sources & method
Records are derived from official mission staff-list pages and historical web archives, dated by capture, and corroborated against host-government diplomatic lists where those are published. Coverage spans 2010-07-26 to 2026-10-17. But it is spotty, there are many gaps and updates are also expected to be lagging sometimes.
Name extraction and parsing, as well as de-duplication is automated (and not very sophisticated), so there are and will be mistakes in the data. If you see something that looks odd, go to the source to check, or reach out (we do not serve the archived versions of the lists, but you can look them on the ol' Wayback Machine). These data quality concerns are the main reason why individual diplomat names are behind login. Register with any old throwaway e-mail address and you will see them though.
The third integrated source is the wonderful weekly Spy News digest, which you can find here. We have done our best to link articles retold there that mention an embassy or a consulate to its corresponding page here. But it is a simple keyword match, so take it with a grain of salt.
Overall, this is a very finicky and brittle project in terms of code, so, it is likely that there will be a lot of downtime for technical maintenance. On that note, if any technically capable individual out there is keen to help out with developing this further, please do reach out.
Access
The map, statistics and country profiles - including personnel-count dynamics - are open to everyone. Individual names, diplomat dossiers, search and watchlists require a free account (again, mainly due to data quality issues).

This is a read-only mirror built from public listings, provided for research and transparency. It is far from fully accurate and trustworthy, but we do point you to the sources, so you can always double check when in doubt. It is also partially vibe-coded, so keep that in mind.
